harmony. Manpower estimates available show that the

population of FU SHING Commune 's teams varies between as

little as 80 to as much as 620, but the significant factor

is the proportion of those engaged in collective production

and the average team work force in the Commune is between

100 and 150 persons; the largest is about 250.

All FU SHING Commune's 14 brigades are engaged in

agriculture but the two brigades which border on DEEP BAY

also have five teams engaged at least partly in oyster

farming. The degree of autonomy a team has to manage its

own affairs, including accounts and finance, is fairly

high since they function as basic economic (i.e. self-

supporting) units. Within certain limitations, the teams

decide for themselves on the allocation or investment of

their own funds and resources and the type of crops they

plant, and are responsible for the way in which their

collective income is distributed to their members.

Production of rice is the most important collect-

ive agricultural activity. Time which can be spared from this

is spent on raising subsidiary crops and livestock either

collectively or, to a much more limited extent, on small
