Subordinate Production/Administrative Units
13.
The Commune is sub-divided geographically into
fourteen agricultural Production Brigades (P.B.), which
form the next level of production and administrative unit
and comprise the fundamental administrative organs of the
Commune. Brigades vary considerably in area and manpower
and, according to local conditions, may have differing
production emphases. They have considerable autonomy
over their economic and social affairs within the general
guide lines laid down by the Commune leadership.
The map
at Annex 'A' includes details of the various P.B.s and
their locations within the Commune.
14.
Brigade leadership and organisation is based on a
simplified commune-type pattem and each has a C.C.P.
Branch Committee and an. R.C. which interact in a similar
manner to their superior counterparts.
15.
The following personnel appointments are known to
exist at P.B. H.Q. Level :-

(a) Brigade Leader (in charge of production)
(b) Head of Law and Order Protection Section
(c) Militia Battalion Commander

(e) Clerk
P.B.s are further sub-divided into a number of
Production Teams (P.T.s) which comprise the basic-level
production units in the Commune.
