HONG KONG ANNUAL REVIEW

We have not yet taken any action on the Governor's Annual Review, which has been sent for printing. The Review con ists of a straightforward look at the events of the year, but ends with an interesting look at a new attempt by the Government to increase public participation, by means of the newly formed Mutual Aid Committees. As we know, the Governor is still thinking hard about the constitutional position over the next decade, and in his 'Tailpiece' again floats the idea that we ought to give some thought to where we could go on this.

Mr Stuart said he intended to write a preliminary letter to Sir Murray MacLehose. should also submit presumably to Mr Youde, Sir D Watson and Mr Blaker. I have checked with the PUS's office and understand that, unless there is anything startling in an Annual Review, he is content to wait for the printed version.
