PRINTING OF DIPLOMATIC REPORTS

1.

On a copy of circular Home 'B' 1/74 you asked if we could devise a procedure for an immediate decision on printing despatches before any other action.

2. I understand that despatches normally go to our registry via allocation section. The registry then send them to you or the desk officer, as they think fit. Hong Kong send us only one copy of major despatches; Seychelles send us several.

3. I suggest that, in future, when they receive a despatch, the registry should immediately make 2 copies, if none are already enclosed. They should then let you, me and the desk officer each have one simultaneously.

We could then, as soon as we have read the report, put our heads together and decide whether to print it or not. If we decided to do so, the desk officer could send the appropriate form down to Commonwealth Co-ordination Dept. straight away.

There might be the exceptional case where an Under- Secretary or Minister decides that a despatch should be printed when we have not thought it worthwhile or desirable. In such exceptional cases I think a delay is inevitable unless we also send tour astrance ispies and Consult than. To do so would lead to delary (which we are
