You may be interested to see the attached papers relating to Lord Mountbatten's visit to Hong Kong in 1965 to discuss the Defence Review.

Apart from demonstrating that there is no new thing under the sun, the record of Lord Mountbatten's meeting is a useful advance summary of what the Governor is likely to say during his visit this time (although of course the context is different since we are no longer thinking of a substantial presence in the Far East outside Hong Kong) and the Governor is likely to take a different view or the potable timing of a Chinese takeover.)
