THE HONG KONG GARRISON

As you may have been forewarned, I attach a draft of a telegram we would like to send to CBF Hong Kong as early as possible this afternoon. I believe you may already have discussed the subject generally yesterday and have indicated that you are content for the Governor to receive early warning of the essential figures to emerge from the costing from CBF HK. It was felt, however, that you would wish to clear the exact terms of the signal, which are designed to specify in reasonable detail the next few steps in the dialogue.

As I shall myself be at a meeting from 1415 onwards, I would be grateful if you could let Andrew Ward in DS6 have your clearance or comments by telephone. We would also let you know as soon as a signal has been despatched, so that you can at the same time inform the Governor that CBF HK will be approaching him.
