1. The preliminary meeting suggested in my letter of 20 December has now been arranged for llam, Thursday 2 January, in my office here (MOD MB 6310). In the belief that it will help our discussion to have a piece of paper before us, I enclose a rough Agenda. section on "Objectives" is, I think, rather important since we ought to be absolutely clear what we hope to achieve during our visit. I have it in mind that after our meeting we should telegraph a final version to CBF Hong Kong as a basis for discussion at our preliminary meeting with him on Tuesday 7 January.

2. Major Lowles has been in touch with all members of the party about administrative arrangements. We can tie up any loose ends on- Thursday.
