I attach herewith the up to date MOD summary puper on the cost of the proposed Hong Kong garrison for which you asked in your telegram no. 1262. This paper was used as the basis for the Governor's discussions with the MOD on 18 December. MOD admit that it is no more than an outline summary. But they agreed with the Governor that it would be better to discuss detailed figures with you over the table.

The Governor is sending you a telegram on the results of his discussion, from which you will see that he agreed to a proposal for a MOD team to visit you in January.

As soon as we have confirmation of this, and of possible Treasury und FCC support, we will telegraph an official proposal.
