HONG KONG: TERMS OF NEW DEFENCE COSTS AGREEMENT

1. We spoke on the telephone about the final paragraph 5 which you proposed to add to your record of the meeting with the Hong Kong team. We agreed that your draft should stand except that, for the sake of clarity, the last sentence might read:

"They said it followed from this assessment that if, as now appeared certain, the cost was to rise above £31 m. then the increased cost to Hong Kong would be well outside Hong Kong's financial limits on the same cost-apportionment assumptions."

I have telegraphed this text to Hong Kong and agree that we may now regard the record, with this addition, as final.
