DEFENCE REVIEW: TONG KONG

1.

At our meeting on 15 November we discussed a possible

form of words for the Ministerial statement on 3 December

about the application of the Defence Review to long_Kong.

2. You will remember that the passage which was on the

table and which had the support of the Foreign and Commonwealth

Office read as follows:

"We s all of course maintain our obligations towards

our remaining Dependent Territories.

There will

however be consultation with the "long Kong

Government about the level of forces appropriate in

the present circumstances and about how the cost of

these forces should be divided between us and them

when the present cost-sharing agreement runs out in

1976."

3. You expressed t'e view however that this might not be

sufficiently specific to meet Ministerial needs, and it

was suggested that something on the following lines might

be used instead:

"We shall, of course, maintain our obligations
