The Secretary of State has seen Lord Goronwy-Roberts' minute of 22 November in which he suggested an alternative form of words for that passage of the statement on the Defence Review relating to Hong Kong.

2. The Secretary of State has commented:

"Many thanks. But I think we must be clear at the outset despite the Governor's views. And if they won't pay up then they must have an even smaller garrison. These people can afford it and they must face their responsibilities.
