GUIDANCE

1. I suggest that the guidance on the lines suggested in paragraph 1 of Mr Cormack's minute of 19 December will suffice for dependent territories generally. In so far as it may be necessary to amplify the guidance to meet the individual circumstances of specific territories it will, as agreed at the office meeting on Monday, be for individual territory departments to take action in accordance with paragraph 4 of Mr Cormack's minute; I should be grateful if you would copy the draft of any such additional guidance to Gibraltar & General

Department.
