1. The MOD have sent us a first draft of the

Defence White Paper. This is due to go to OPD on

19 February and publication is planned for 19 March. Altogether there will probably be three drafts before the Faper is submitted to the Cabinet Office and a fourth draft will be produced before the final Cabinet discussions.

2. I now enclose extracts from Chapter II which refer to your geographical areas, and should be grateful for any comments by close of play on Monday 2 December to enable us to co-ordinate an FCO reply before the 110D deadline of Wednesday 4 December. You will of course have a further opportunity to comment on the later drafts.
