I should be grateful if Departments would consider what, if anything, may be needed by way of special guidance in relation to their territories and let me have, copied to Mr Metcalfe in GIFD, any additional guidance in the form of draft belograms by close of play on Friday 22 November. Drafts should as necessary distinguish between the line to take with Governments and the press. Defence Department will he drafting on Diego Garcia. Thereafter, drafts will be co-ordinated and cleared with the MOD with a view to despatch on Friday 29 November.
