NEGOTIATIONS WITH THE AMERICANS

1. I attach a draft of the CDS's presentation to the Americans. This will be given immediately after the opening remarks by Sir John Hunt, the text of which you have already seen. In view of the shortness of time (the Secretary of the Cabinet's negotiating team leaves on Monday of next week) and the fact that substantial parts of the presentation were written by the CDS himself, it will be extremely difficult to get the Ministry of Defence to make drafting amendments. If, however, you had any points of substance I should be grateful if you would telephone these either to Mr David or myself on Automatic 712. In considering the presentation you should look also at the draft booklet and the representations of the Field Marshal's slides numbered 1-12.
