Under MBFR, the Army plans to retain the present level of combat capability (in general terms of present numbers of tanks and guns etc) but this will depend upon the actual terms negotiated. Details of the effects on equipment are not yet complete but in broad terms it is expected that economies will represent about 18% of the total equipment expenditure previously planned (taking new projects and maintenance together). Some unwelcome sacrifices are likely but where possible these will focus on future equipment progrannes rather than on the run-down of current systems; it is envisaged that as far as possible the rate of programme growth will be reduced rather than programmes cut below present planned levels.

There will be little impact on the Basic Issues or AD 70 measures, except that the AD 70 measures which called for the provision of additional MPA to the MNCs will not be met. In the case of electronic warfare passive and active ECM programmes will continue although there may be some adjustment necessary to progress as planned. In the case of air defence we do not envisage any reduction in our aircraft shelter programme or airfield protection measures although we shall need to re-assess relative priorities of the air defence mix in the post review situation.
