2. You will be kept informed of HIG's consultations with

host governments. Meanwhile contingency planning for these

withdrawals and reductions should be started.

At this stage

the planning is to be on a strictly need to know basis and

no outside authorities other than High Commissions or Embassies,

which are being informed separately, should be consulted.

Contingency plans should be governed by the following

principles:

a. In general, withdrawals are to be administrative

rather than operational and planned to minimine costs and

inconvenience to Servicemen, UKBC and their dependants.
