Ilong kong. We think the Governor should speak to his mecutive Council in con idence on 3 December, as proposed in the draît telegram with Ap Stur rt's minute of 13 November to ih Jackson.

6. Gan. Mr Smedley will need to speak to the Prime Minister on 30 November or 1 December. The detes are dictated by flights from Colombo to Male.

7. Pakistan. We think Cir 1 Pumphrey should speak to the Tekistanis at much the same time as the Iranians ere informed.

8. Hanila, Bangkok and Jakarta. We think Ambassadors should speak no earlier than 2 December.

9. I trust that arrangements will be made for background guidance to be sent to pouto not directly involved in advance of the parliamentary statement. The Nepalese for example might spark on learning of our intention to withdraw the Gurkha battalion from Eunei, The Indians no doubt will Tocus on changes in the Indian Cecan area.
