to Hong Kong should be sent to the Governor. You will remember that in Hong Kong telegram no. 1029 the Governor asked that these should be received before the previous Tuesday, that is, if the statement is to be made on 21 November, before 19 November, so that he can inform Executive Council.

'I hope Hong Kong can be given special treatment to this extent. The form of the message to them will of course be different from that to other Governments. Subject to the decisions of Cabinet, it should be confined to the formula set out in our brief for the Secretary of State.
