No consultations with Gibraltar, Belize or the Falklands seem necessary at this stage, since Ministers have decided to maintain our presence there at much the current levels for the time being, and we should presumably want to discourage any hints being given publicly in February about any long-term ideas we may have about Belize and the Falklands. However, if the MOD wished to announce in February that we would not station ships permanently in the Caribbean in future, we would presumably need to consult Governments about this.
