14. OPD(74)23 proposed that at the minimum we would confirm

the consultative commitment and leave only our five-man

contribution to the Integrated Air Defence System. The

Foreign and Commonwealth Secretary, however, subsequently

suggested to the OPD that our negotiators should be allowed

some flexibility. On which of these two bases should the

consultative brief be written?
