NOTE: The suggested timing below is inevitably only approximate at this stage - precise timing will depend partly on local political considerations and in some cases on Ministers' movements. In general we should start consultations at the same time as the formal presentations to NATO on NATO aspects, ie in the week beginning 2 December.

COMMENT
The Governor has
recommended that consult- ations should not begin until the Hong Kong budget for 1975 has been completed. New financial arrangements will not in any case come into effect until the present financial agreement expires in March, 1976.
If an FCO Minister were to conduct the FPDA consult- ations he might go on to Brunei. Alternatively the Sultan might be invited, or invite himself, to London.
