4. The Ministry of Defence will be drafting the OPD paper to cover the main briefs for consultation with the United States on both NATO and non-NATO changes. They would be clearing this paper with us as soon as they could.

5.

The Ministry of Defence will be clearing with the Departments concerned detailed briefs on non-NATO commitments as follows for use with the Governments concerned:-

(i) Malta

(ii)

Cyprus

(iii) Oman/Masirah

(iv)

Brunei

(v) FPDA

(vi) Gan

(vii)

Mauritius

(viii) Caribbean

Since these briefs are required for negotiations with Governments and there is not therefore the same degree of urgency.
