3. Financial Basis and Comparisons.

Of the total of £150M a year which could be saved by complete

withdrawal from non-NATO commitments, £110M have been taken

as savings, and £40M as the cost of forces withdrawn to

Europe and subsequently disbanded. Partial withdrawal would

mean that the full £110M could not be saved, nor could forces to

the value of £40M be withdrawn. both these figures being pared.

Hong Kong.

It is considered politically necessary to retain this

commitment much as at present, but desirable to look for

considerable reductions on present costs. The principal

tasks of the UK garrison are:

(i) To support the civil administration and

complement the police in maintaining law and order.

(ii) To identify aggression and resist incursions.

The approximate minimum level to which the forces

could be reduced while continuing to meet these tasks and
