a political consideration, rather than a consideration
directly relevant to the defence of the United Kingdom.
emphasised that a great deal of the intelligence obtained in
Cyprus was of value not merely to the Americans, but also to NATO.
He thought that to re-open the question of the Sovereign Base
issue would be to open a Pandora's box, and it was primarily for
this reason that the Ministry of Defence assumed that it would be
best to retain both Sovereign Base areas, although the necessary
work could be done from one of them. Although some intelligence
collecting facilities could be located elsewhere, geographical
considerations suggested that there would be a substantial reduction
in the intelligence "take" if the facilities were relocated out-
side Cyprus.

28. In paragraph 41, delete the words "and perhaps a larger
United Kingdom support and training base than would be necessary
for the NATO Critical Level alone", and substitute "but the costs
of these have been taken into account".
29. In paragraph 44, line 1, delete the word "size" and substitute
"in volume terms" In line 3, after the words "on the NATO
definition 6%", insert the words "(51% in national terms)".
30. In paragraph 45, last sentence, at the end of the third line
insert the words "absolute level of" and end the sentence with the
word "defence" in the fourth line.
