DEFENCE REVIEW STEERING COMMITTEE, 12 JULY 1974

1.

Yesterday's meeting took the form of a reading of the

latest redraft.

2. On paragraph 7, the MOD wished it to be made clear that

all costs are indicated in constant prices except where the

contrary is explicitly stated.

3. On paragraph 10, line 3, after the word "inflation"

insert the words "against a background of great and growing

Soviet military strength".

4. In paragraph 11, delete the last sentence and end the

paragraph with the present third sentence (amended to read,

at the end, "some reduction in NATO stationed forces will in

any case be possible"), and the following additional sentence

"In the absence of MBFR, any reductions would have to be con-

sistent with the existing strategy".

5. In paragraph 12, at the end of the first sentence add the

words "and the Army is markedly smaller". At the end of the

second sentence, add the words "and to ACLANT and ACCHAN".

6. In paragraph 12(a) amend the second sentence to read

"these are committed to NATO but would also be available if the

Alliance were to fail".

7. In paragraph 12(c) line 1, after the words "a balanced fleet"

insert the words "and air forces".

8. In paragraph 12(e)(ii) delete the word "supporting" before

"offensive"
