DEFENCE REVIEW: HONG KONG
1.
Through no fault of anyone in the FCO the Defence Review Steering Committee's report has emerged in a form that we regard as quite unsatisfactory for Hong Kong.
2.
Mr Wilford and Sir D Watson think that the best way to ensure that the Secretary of State makes our points forcibly to his colleagues is to put a short separate submission to him, apart from the long brief that will doubtless be needed for the Defence Review as a whole. Would something on the lines of the attached give you problems?
