internal security. The last time it was used in this role in 1967 a force comparable to the present garrison had to be deployed. Moreover it will be important to maintain a garrison on the ground. A reinforcement capability alone would not preserve confidence and would risk worsening relations with the Chinese by bringing in fresh troops in times of tension. The ability of the Hong Kong Government to contribute a higher proportion of the cost would be affected by whether the Gurkhas costing a third of UK troops were available; though some UK military preconce would continue to be essential.
