difficult. It might be better not to disturb it, particularly if we hope that Hong Kong will continue to pay substantial sums towards the cost of the garrison after reduction. In fact I understand from the Ministry of Defence that, even if cuts are made, they will probably not take effect until 1976. This would' suit the timing of the defence agreement.

We should consult with the Governor as soon as we can and keep in close touch with him throughout.
