not know what the outcome is likely to be. It may be that they will decide that the United Nations Command is expendable, in which case it is improbable that any of the signatories of the Joint Declaration of July 1953 would object. If the South Koreans and the Americans do not think that the United Nations Command is expendable, it is almost certain that the friends of North Korea will table a resolution at this year's General Assembly calling inter alia for its dissolution. It would be better if we were not to remove our token force until we know more about the likely future of the United Nations Command.
42. CONCLUSIONS: KOREA Before taking any decision to withdraw our token force from Korea, we should first consult the Americans and South Koreans; and we should not actually announce a withdrawal until we know more about the likely future of the United Nations Command. We should not in any case withdraw from the 1953 joint policy declaration.
