You may remember that David Ennals answered a Question on the 1st April which I had put to you regarding Britain's obligations to Brunei. Answer in Column 289, he said in his last sentence: "This reply in no way modifies the assurance I gave on 27th March reaffirming Britain's commitments to Hong Kong".

I was somewhat concerned to read in the news- papers last Saturday, April 20th, that Frank Judd, Under Secretary of State for Defence for the Navy, was reported to have said that Britain's commitments

This is in to Hong Kong were also under review. direct contrast to David Ennals' statement to me in the House.

As this matter is the cause of the deepest concern in the Colony of Hong Kong, I would be grateful if you could give me your personal con- firmation that David Ennals' two statements to me, one oral and other in a written reply, represent firmly Her Majesty's Government's policy.
