Thank you very much indeed for your kind letter which I very much appreciated. It was very good of you to write.

Since writing, of course, you have been given this new appointment in the Foreign Office, with, I believe, special responsibilities for Hong Kong. May I congratulate you on this and also say, very sincerely, that this appointment has given great pleasure to everyone out here. They feel you really do understand some of their problems.

The big problem that faces us, of course, is concluding a satisfactory successor Agreement starting in early '76. I find a fund of goodwill out here and I am sure that the Hong Kong Government will be reasonably generous provided we do not overplay our hand, but because of inflation the bill is bound to look a good deal bigger than it did last time. I am very optimistic but the unofficials at EXCO go through our sums with a fine tooth comb, as you know well!
