At his meeting this afternoon Sir D. Watson said he would like to see in Draft the letter which we propose to write to the Governor of Hong Kong about discussions for an increased defence contribution. Sir Duncan is concerned that there should not appear to be any apparent contradiction between these discussions and the Defence Review itself.
