I enclose a copy of the draft letter which we discussed last evening. As far as the MOD is concerned this is inspired by Mr A Thorp, Head of F1(Air) and by Mr Lockwood DD2, plus the Treasury and the DOE.
2. I also attach a copy of my own minute to my Under-Secretary which underlines my own continuing unease. However your people seem set on a technical review and the Hong Kong Government seem to agree with them. If the Governor confirms this, 1 do not think we can stand in the way of a review.

Perhaps you would confirm, if possible by telephone, that the Defence Secretariat agree with Mr Thorp and with the QiG? In any event I must write to the Governor today.
