Honourable Members will be asked to advise whether, subject to the acceptance of the financial commitment by the Finance Committee of the Legislative Council:

(a)

(b)

Hong Kong should agree to pay an additional contribution to the Services capital works programme in Hong Kong in order to meet increased building costs of 50% or more on April 1971 prices; and

the additional contribution should be calculated according to the formula detailed in paragraph 7 above, or should be in the form of a straight lump sum payment of $35 million.

(The Secretary for Security (Mr L. M. DAVIES), the Principal Assistant Financial Secretary (1) (Mr E.B. WIGGHAM) and the Senior Cost Control Officer (Mr LAU Wah-sum) will attend before the Council for the discussion of this item).
