permanent fourth College of Education in view of the former's
unsuitability for primary, and even more, for secondary
teacher training.
It is therefore proposed to review
separately the probable requirement for teachers at both
primary and secondary levels and the appropriate size of the
fourth College of Education in the light of the above
factors as well as of the speed of implementation of this
Paper.
12.
If the review indicates a need for a new permanent
fourth College of Education, it is intended that it should
also accommodate the permanent Technical Teachers Colleges
of Education which was opened in September 1974 in temporary
accommodation at Morrison Hill.
