99. From these tables it can be seen that the minimal demand on the Colleges of Education is 1,500 non-graduate teachers per annum. We have noted in our deliberations that the current annual output of the Colleges of Education is some 1,100 graduates from full-time and part-time courses. This output has been achieved by extending to their fullest capacity existing accommodation and facilities. There is left, therefore, a minimum annual shortfall of some 400 non-graduate teachers.
100. This shortfall requires an increase in capacity to accommodate some 800 additional students in 2-year courses and we recommend therefore that a fourth College of Education be established. We further recommend that this fourth College should be planned and developed in such a way as to facilitate its expansion when the need arises. We make this additional recommendation because of the need to maintain, in general, flexibility in the planning of teacher-training expansion, and with the following three important considerations in mind: first, the minimal requirement of 800 additional places in 2-year courses will be increased if
(i) demands for training from outside the public aided and assisted
sector are met;
(ii) 3rd year courses are developed to a greater extent;
(iii) the recruitment of graduates for service at Secondary level from
the Universities should fall short of that estimated;
second, the minimal requirement of 800 additional places in 2-year courses will increase in the light of the growing demands in the Primary sector for trained non-graduates after 1980. It is estimated that the needs of primary schools will be of the following order:
600 additional teachers per year up to 1980
700 additional teachers in 1981
900 additional teachers in 1982
1,200 additional teachers per year in 1983, 1984, 1985
and third, the minimal requirement of 800 additional places will not be sufficient to meet the needs created by the eventual increasing of broad targets from 36% to 40% of the 12-16 age-group in 5-year places and from 80% to 100% of the 12-14 age-group in 3-year places.
