recommendation set out in Chapter II and assuming that 26,000 school places can be added each year, our projected need for new teachers is 1,450 teachers per year to the secondary level of the public sector (including bought places) between 1974 and 1981 inclusive. For primary level an additional 600 teachers per year will be required.
94. There are three main sources for the recruitment of teachers to the public sector of secondary education: the Universities; the Colleges of Education and the private secondary schools, whose teachers may be recruited to the public sector.
(a) The two Universities are first a source for an unknown number of graduate teachers without professional qualifications, and second a source for trained graduates, a proportion of whom will not be new teachers but will be existing graduate teachers who undertake part-time training while teaching.
(b) Colleges of Education are first a direct source for trained non- graduates, a proportion of whom will not be new teachers but will be existing non-graduate teachers enrolled in In-Service Teacher Training Courses and 3rd Year Special Courses; and second an indirect source for trained non-graduates who proceed to Secondary level after service at Primary level.
(c) Private Schools have in the past provided teachers to the public sector. With the increase of school places in the public sector it is likely that more teachers will seek posts in the public sector. In 1973, the teaching force in private schools which might be considered suitable for appointment in the public sector was made up as follows:
