No child must be denied a Government, aided or assisted place in a secondary school because of the inability of his parents to pay the school fees. (Paragraph 73)

Government should examine present procedures with regard to fee remission. (Paragraph 73)

CHAPTER VI

THE SECONDARY SCHOOL BUILDING PROGRAMME

74. Our terms of reference require us to consider the time scale in which it would be practical and desirable to implement the Govern- ment's policy for the secondary school building programme in the urban areas, new towns, and New Territories.

75. Existing Government policy is to provide by 1976 sufficient 5-year places for 18-20% of the 12-16 age group in Government and fully-aided schools and sufficient 3-year places for 50% of the 12-14 age group in Government, fully-aided and assisted schools. To achieve this, a considerable building programme is now under way which involves some 72 school projects. Our recommendations for the future secondary school building programme recognize the pattern of existing schools and commitments already accepted under the present building programme. We have, however, felt it reasonable to suggest that five grammar type schools already planned might be changed into technical schools and some eleven asymmetrical type schools be changed to pre- vocational schools.

76. In Chapters II and III of this Report, we have made our recommendations for the ultimate and interim objectives in the expan- sion of secondary education. For ease of reference, these are set out below:

A. Ultimate Objectives

(i) Provision of sufficient 5-year places for 40% of the 12-16 age group in Government and fully-aided secondary schools, apportioned between 24% grammar type places (i.e. 113,700 places) and 16% secondary technical type places (i.e. 75,000 places).
