We have, therefore, agreed on the recommendation of an interim goal which appears possible of achievement by 1981 and which takes account of the factors we discuss in later chapters.

26. We recommend therefore an interim target which can be achieved by 1981. First that sufficient three-year assisted places be provided for 80% of the 12-14 age-group. Second that sufficient five- year fully-aided places be provided for 36% of the 12-16 age-group. It should be noted that this second objective is expressed in terms of a different and larger age-group than the first, and that the number of five-year places to be provided is included in the number of three-year places. We also recommend that, for this interim period, the propor- tion of grammar to technical places should be varied to 24% grammar and 12% technical. The effect of this interim target for 1981 on the overall distribution amongst the various types of places offered is shown in the following diagram:

27. We recommend this modification because it meets criticism of bi-sessional operation and because it reduces the building and teacher provision programme to manageable proportions, but most of all for the opportunity it gives for continuing review of the "mix" of types of places in the light of the fluidity of the Hong Kong scene not only in terms of changing popular demands but also in terms of the com- munity's resources, and in the light of our own later experience in this matter.
