We appointed two Sub-Committees. The first, to consider the ex- pansion of teacher training facilities, comprised the Director of Educa- tion as Chairman and Dr. Y. K. CHING, Prof. N. K. HENDERSON, Dr. S. L. KONG and the Hon. Mrs. Joyce SYMONS as Members. The second, to prepare the draft Report, comprised the Rev. G. L. SPEAK as Chair- man, and Prof. N. K. HENDERSON, Mr. N. M. Ho, Dr. S. L. KONG and Mr. G. G. OAKES as Members.

Appreciating the complexity of our task, and the need to obtain and consider the widest range of opinion before formulating our recom- mendations, we issued, in mid-February, a public advertisement inviting views and representations from educational and other organizations and members of the public on the topics specified in our terms of reference. In response to this invitation, a total of 48 representations were received. A list of the persons and organizations submitting direct or indirect representations is contained in Appendix I. They include school-teachers, students, university lecturers, educational and industrial organizations as well as members of the general public. We were supplied with individual copies of each of the representations received together with a summary of the views classified under our terms of reference. The views contained in these representations were taken into consideration during our deliberations and in the formulation of this Report. In some instances, the Report contains either direct refer- ence to, or actual quotations from, the views expressed in the representa- tions received. Some of the representations received related to matters outside our specific terms of reference. These will be considered at future meetings.

At our request the Education Department prepared and submitted some 22 Papers on various topics for our information and consideration. A list of these Papers is contained in Appendix II. The basic purpose of these Papers was to provide a factual account of the current situation, and past history, of each of the topics covered by the terms of reference and to provide, where appropriate, alternate courses of action for our consideration. A number of our Members also prepared, and tabled, Papers for our consideration.

We wish to acknowledge the assistance provided by the wide range of representations submitted by various individuals and organizations. We also wish to express our appreciation of the detailed Papers prepared
