FOREWORD

THE new Board of Education was appointed by His Excellency the Governor, with specific terms of reference. In pursuance of this remit, the Board has submitted a Report which is now published in order that the general public may be aware of the recommendations made, and may have the opportunity to comment upon them.

2. While the Government is aware of the need for substantial expansion and development in the field of secondary education over the next decade, final conclusions upon the recommendations made by the Board must await public reaction, followed by an appraisal of the financial and other implications. The Board has itself drawn attention to the scale of the recommendations made (Chapter II paragraph 23) and the possibility that implementation might have to be regulated by financial considerations, together with the competing claims for qualified staff, money and land.

3. Members of the public who wish to comment upon the recom- mendations contained in the Board of Education's Report are invited to do so before the end of December 1973, in order that the Government may reach early decisions upon policy for secondary school education over the next decade.
