Financial implications

The recurrent and capital expenditure proposed in the White Paper (paragraph 3. 20) represent a level of investment in education which can only be carried at the expense of other social and community needs. It is considered that every effort must be made to meet the ambitious educational targets set out in the White Paper, and it is thought that it is feasible to do so. Nevertheless, it has to be accepted that their fulfilment must be subject to a regular review of the overall resources available to the Government and of the share which can properly be made available for secondary education.

Honourable Members will be asked to advise whether the proposed White Paper should now be printed, and laid before the Legislative Council.

(The Secretary for Social Services (Mr F.K. LI), the Director of Education (Mr K. W. J. TOPLEY) and the Deputy Director of Education (Mr C. J.G. LOWE) will attend before the Council for the discussion of this item).
