MEMORANDUM FOR EXECUTIVE COUNCIL

REDRAFT OF PARAGRAPH OF EDUCATION WHITE PAPER

Honourable Members will recall that at the last

meeting they advised and the Governor ordered that the proposed White Paper should be amended and that a new section on "Language of Instruction" should be re-submitted for consideration.

The revised section is at Annex A and the original

version is at Annex B.

Honourable Members will be asked to advise:

(a) whether the revised section on "Language of

Instruction" at Annex A should be incorporated in the proposed White Paper; and

(b) whether the White Paper should now be printed,

and laid before the Legislative Council.

(The Secretary for Social Services (Mr F.K. LI), the Director of Education (Mr K.W.J. TOPLEY) and the Deputy Director of Education (Mr C. J. G. LOWE) will attend before the Council for the discussion of this item).
