ODA would hope to select six or eight candidates for interview, perhaps in July. Although the Hong Kong Government Office would doubtless be represented on the interview panel, we hope that someone would also come from Hong Kong. These interviews would aim to reduce the field to two or three candidates. Miss Deas suggests (and I gather you agree) that those short-listed should be flown to Hong Kong for assessment. The final decision would be made after the interview in ilong Kong. In all this she, with you, is obviously aiming high. But we in the FCO entirely endorse the view that we must get this important appointment right.
