supported by a "consultant or adviser" in the shape of a director-level person from the U.K. on appointment for, say, 2 years. In this case, the consultant could be an older man since he would not carry executive responsibility.

The third choice - and Miss Deas thought there was no candidate suitable within the Education Department would be to appoint one of the present candidates within the Department and to support him with professional help, perhaps in the shape of a deputy-level person from the U.K. coming in as an addi ti onal temporary deputy; plus beefing up administrative support in the Department (administrative means support from non-professional sources in this context).

Separately, I said that we could create an additional post at our deputy level for a deputy level U.K. person of suitable quality, either as the second best arrangement if we fail to get a top class man for Director, or in addition to that.

I am sure you would appreciate how keen we are to select a successor to Canning. The longer the period before we do this, the greater will be the uncertainty and speculation, and the more unsettled the department, particularly its directorate and inspectorate, will become.
