officers will be required to pay the basic charge for education;
the basic charge will be nil in the primary sector, since free primary education is available at Government and the majority of Lided Chine se schools, and will be $400 a year in the secondary sector, as this is the standard fee payable at the vast majority of Government and aided Chinese schools;
(c) allowances will be granted to all officers, local and
expatriate alike who have no alternative but to pay more than these basic charges, but will cover only a proportion of the remaining fees payable;

(a) the proportion thus covered will be 60%;
(e) the allowances payable will at present be limited to 3690 in respect of primary schools and $990 in respect of secondary schools;

there will be no upper age limit for secondary schooling;
private schools will be excluded unless there are not enough places in the public sector. The present effect of this will be that allowances may be paid in respect of children:
(i) attending private Chinese and Anglo-Chinese
secondary schools; and
(ii) requiring special education because of physical
or mental defects: in such cases the Establish- ment Secretary will have discretion to authorise the payment of allowances if the Director of Education so advises.
