The Director of Education has apparently taken on board

the need to improve and equalise the standards of English and

Chinese in secondary schools. Recommendations to give effect

to this have been included in a recent report on secondary

education in Hong Kong which has appeared as a green paper

subject to public debate. I understand that the Government

hope to publish this as a white paper in Spring/early Summer

this year.
