Dear Mr. Wotton,

Many thanks for your full and informative letter about the slaughter of dogs in Hong Kong.

Indeed, from the article &c., I had gathered the impression that the authorities were doing all they could. Tradition is hard to overcome, and possibly example is the best way to change people, although, as you say, with a mere 2% of non-Chinese, example must get swamped.
