Re: Issue of Licences to Wildlife Traders

You will be aware that the United Kingdom signed the Convention on International Trade in Endangered Species of Fauna and Flora in Washington during March 1973, and that the Minister of the Environment has promised ratification as soon as possible. In the interim, I should add that United Kingdom officials have shown a commendably practical and co-operative spirit with the purposes of this Convention.
During our Field Officer's visit to the Hong Kong Department of Agriculture in March of this year, he was given an amended Appendix II to the Animals and Birds (Restriction of Importation and Possession) Ordinance Cap. 187. Based on Schedule I of the Convention, it came into operation on 1st January 1974. On 13th April he drew to the Department's attention the ommission from the Appendix of Serpentes (order Reptilia).
Following information received while in Hong Kong, the Field Officer called on the China Wildlife Company in Kowloon. Conversation with its proprietor, Mr. Fred Chen, revealed this trader was familiar with certain smuggling routes for protected species. Plainly, he was also aware that the Giant Salamander (Megalobotrachus davidianus) was a protected animal. Nevertheless, his February Price List contained this species.
